LakeCoal Pty Ltd, as owner of Catherine Hill Bay Jetty, is considering feasible options for the future of the Jetty as part of its revised Mine Rehabilitation and Closure Plan; a strategy developed to meet regulatory compliance requirements under its mining lease.
Godden Mackay Logan (‘GML’) has been engaged to identify potential organisations with the capability and capacity to deliver a viable alternative proposal to demolition of the Jetty.
Suitably qualified respondents are invited to submit Expressions of Interest (EOI) outlining their proposal and capabilities for the development of an adaptive re-use opportunity for Catherine Hill Bay Jetty. This EOI process is designed to encourage the private sector to take a long-term view about the type of development feasible, maintenance costs, on-going resilience, and operational efficiency.
Respondents are invited to suggest innovative design, engineering, commercial and operational solutions that will deliver value for money, provision of new outstanding public facilities or commercial ventures in Catherine Hill Bay, and retention of the Jetty.
Potential respondents should note that the Jetty stands on lands that are not owned by LakeCoal and that any proposal must be subject to further discussions and approvals as necessary from relevant government agencies.

An important component of the move from the Orange CBD to Bloomfield currently under consideration, is the ability of Greater Western Area Health Service to meet the ongoing and varied accommodation requirements of senior and junior medical, nursing and allied health staff. There is also an additional opportunity to provide accommodation for medical students attending the University of Sydney, School of Rural Health which will also be relocated to the Bloomfield campus.

BACKGROUND
In June 2010 the Minister Assisting the Treasurer released a Government Office Accommodation Master Planning discussion paper. Interested stakeholders have been invited to comment on the paper by 31 August 2010. The feedback received will be considered in the development of a 2010-2015 Government Office Accommodation Implementation Plan (the Plan). The Plan is anticipated to be finalised by November 2010.
Master planning for future Government office accommodation aims to make services more accessible to the public and achieve significant savings in leasing and operating costs. Under the Plan, it is proposed to relocate around 60,000 to 80,000 square metres of existing CBD and CBD fringe Government office accommodation to metropolitan activity centres identified in the Western Australian Planning Commission’s Directions 2031 Spatial Framework for Perth and Peel.
The Department of Treasury and Finance (DTF) seeks Expressions of Interest (EOI) from property owners, developers or other interested parties for the provision of 15,000 to 25,000 square metres of leased office accommodation in up to four metropolitan activity centres.

Wodonga VIC: Architectural Services - Design Brief North East Water Regional Headquarters Development

North East Water (NEW) owns land at 83-85 Thomas Mitchell Drive, Wodonga that it wishes to develop into Regional Headquarters to ensure that efficient and effective services are provided to its customers and communities. The regional headquarters will need to be sized to accommodate approximately 100 full time staff and a budget of $8 million has been provided for the project that includes consultants, building works and internal fit out.
NEW is seeking to engage a suitably qualified professional to develop, in collaboration with North East Water, site and building master plans and conceptual designs to allow consultation and signoff on the development prior to progressing to the market for construction.
The master planning requirements under this brief is required to consider the current and future requirements of the whole site, ensuring a co-ordinated development plan is produced. This planning will also ensure the functionality requirements of the site and buildings are fully developed. The conceptual design requirements will focus on building developments and will provide options that do and don’t utilise existing structures.
Tenders are invited and will be received up until 2pm on 22 September 2010 for suitably qualified professionals to provide Master Planning and Conceptual Design Services for the Development of North East Water’s Regional Headquarters at 83-85 Thomas Mitchell Drive, Wodonga.

Replacement Chinook Facilities - Townsville - Design Services Contract

At the time of issuing this Invitation to Register Interest, the services include the design and documentation of facilities to allow achievement of Full Operational Capability (“FOC”) of AIR 9000 Phase 5 aircraft and equipment. These Services include, but are not limited to:
Identify and define the user requirements for the Works, by conducting the Consultant’s own independent investigations and through consultation with end-users and other Defence stakeholders, in order to confirm the military unit or Defence organisation planning.
Develop area schedules, functional relationship diagrams, technical functional requirements and room data sheets, as necessary, to the level of detail required at each Milestone.
Provide alternative sketch design drawings to comply with design rationalisation, co-ordination and/or integration, construction sequence, buildability, program restraints, cost efficiencies or as required by the Contract Administrator.
Attend cross project co-ordination meetings to be chaired by the Contract Administrator including required design sub-consultant disciplines, in addition to chairing and minuting internal Consultant design meetings, which the Contract Administrator may attend as an observer.
Administer and co-ordinate the services of all design disciplines involved in the Project.
Review and check all Design Documentation prepared for the Project. Prepare a Quality Assurance Plan for the preparation of all Design Documentation.
Prepare and co-ordinate Design Documentation including drawings, specifications and other documents illustrating the scope, scale and relationship of all components of the Project suitable for incorporation into the Construction Contract.
Monitor and track scope changes and only proceed to design such scope changes to the Works with the approval of the Contract Administrator. Each Milestone must identify changes to the scope of the Works from the previous Milestone and value these scope change costs separately in the cost estimates for the Project.
Develop and document the design for all of the following Services to a level that satisfies the requirements of the Contract:
* All architectural services.
* All civil engineering services.
* All structural engineering services.
* All hydraulic engineering services.
* All acoustic engineering services.
* All mechanical engineering services.
* All Ecologically Sustainable Development (“ESD”) services required in accordance with the Commonwealth environmental policy.
* All building and energy management systems services.
* All fire engineering services.
* All hazardous area assessment services.
* All electrical engineering services.
* All communications engineering services including an audit of existing communications infrastructure.
* All protective security services.
* All interior design services including furniture, fittings and equipment (“FF&E”), the preparation of sample boards and treatment schedules to assist the Consultant in the endorsement processes.
* Racking and storage system design to support building design, especially warehouse and storage facilities including material handling requirements such as gantry crane, trolley and forklifts.
* All building certification services.
* Audio visual systems, cabling and equipment systems.
* All quantity surveying services, including financial analysis.
* All other design discipline services required to develop and document the design to a level that satisfies the Contract.
General descriptions of the proposed works for this project are as follows:
5th Aviation Regiment (“5 Avn Regt”). 5 Avn Regt is currently located at RAAF Base Townsville, Queensland. 5 Avn Regt is due to receive up to seven new CH-47F Chinook helicopters from July 2014. Works may include the reconfiguration of existing facilities, where feasible, and provision of new facilities at RAAF Base Townsville. The broad facilities requirements to be developed are as follows:
C Squadron Headquarters (“HQ C Sqn”) facilities. The HQ C Sqn facilities must accommodate the command and administrative functions associated with CH-47F Chinook helicopters and associated equipment. The HQ C Sqn facilities must co-locate the subordinate troops, including all associated common facilities such as ready rooms, briefing and orderly functions, and ablutions for all HQ C Sqn personnel;
CH-47F Hangar facilities. The CH-47F hangar facilities must accommodate a hangar floor for storage and maintenance of two CH-47F Chinook helicopters, flight line, maintenance and logistics working accommodation and workshops, suitably configured to allow C Sqn to maintain its aircraft in a secure environment; and Engineering infrastructure. This project element must include associated upgrades to existing services, and connection to new services, as required.
Training Facilities. The purpose of this Project element is to provide the training facilities needed by 5 Avn Regt, or a selected Contractor, to fulfil the role of providing aircrew and technical maintenance training in support of CH-47F operations. Works may include the reconfiguration of existing facilities, where feasible, and provision of new facilities at RAAF Base Townsville. The broad facilities requirements to be developed are as follows:
Transportable Flight Proficiency Simulators (“TFPS”). The training facilities will consist of up to two TFPS. Each TFPS is a self contained, deployable mission rehearsal module that requires hard stand, three phase power and shelter from inclement weather; and Engineering infrastructure. This project element must include associated upgrades to existing services, and connection to new services, as required.
Army Aviation Systems Program Office (“AASPO”) Facilities. The purpose of this Project element is to provide working accommodation for up to ten AASPO staff. Works may include the reconfiguration of existing facilities, where feasible, and provision of new facilities at RAAF Base Townsville. This project element must include associated upgrades to existing services, and connection to new services, as required.
Deep Level Maintenance (“DLM”) Facilities. The purpose of this Project element is to provide working accommodation for up to 20 DLM contractor staff, including a hangar floor for storage and maintenance of one CH-47F Chinook helicopter. Works may include the reconfiguration of existing facilities, where feasible, and provision of new facilities at RAAF Base Townsville. This project element must include associated upgrades to existing services, and connection to new services, as required.
